WordPress; yes or no?

With all capability of wordpress sites, is it rational to create website from uppermost?

WordPress is one more tool. It's like the easy way to create a website. It gives you a lot of ease for fast and correct work. I prefer not to use it. Less now that I am learning. program with total freedom and without help like that, I think it leads you to learn more correctly and without influence. forces you to learn to investigate and constantly improve. That's how I think.

I don't know what you mean by uppermost, but I assume you are asking is WordPress viable. The point of programming/coding is to be closer to the computer thus having more control. WordPress is fine, but things like html, css, JS give you full control over everything.
