A doubt regarding databases

Question

When we create a database oriented website, do we have to create our SQL file or we can use databases from cpanel when we upload it??please help!

You can have two identical databases the local one and hosted created via cpanel. When you are in developing you can change your connection string pointing it to local or remote db. Obviously deployed web app will be pointed to remote db.
