to prove a program is not running, turn off your pc and any battery it has, and make sure your pc is not plugged into any sockets or has any power. this will prove that programs are not running.

make sure your computer is on, that your monitor is on, that you have good enough computer specs to run a OS and program, that you have a OS installed, that you have a functioning input device such as mouse or keyboard, and that you run a claimed program. if you run a claimed program, and something happens, gee I dunno, IT MUST BE A PROGRAM! your eyes are the proof. check to make sure your eyes are working first. if they aren't then you'll have to use a claimed program that makes sound, and if it makes a sound, your ears are proof that it's a program. but you must check that your ears are working. if they aren't, then you'll have to use a claimed program that uses vibrations on a 3rd party input device. if you feel vibrations, then it is a program, and your nerves are proof. you must check if your nerves are working though. if they aren't, you'll have to use a 3rd party input device that uses shockwaves to your brain. if you feel shockwaves to your brain while using a claimed program, then your brain is proof it's a program. but you must check that your brain is working. if it's not, then I'm afraid you cannot verify the existence of anything, and I would recommend you seek professional help if you want to verify the existence of a program

sounds like you probably need to read up on: unit testing, software QA (quality assurance) testing, possibly also mathematical proofs.
