2D engines for beginners: Stencyl (constructor), RPG-maker, RenPy(whith python). Ink - free whith Unity (html, c#). GameMaker Studio2 (100$, drag&drop), and Only Unity (make 2D too whith packages 2D)

You could check out the Godot Engine. It's scripting language is quite similar to python. And it offers web-support as well.
