Is Django (Rest Framework) as back-end and React as Front-end with MySQL as Database good enough for a start-up?

Yes, it's enough to start-up. But if you are going for a mini/hobby project it will be better to use Sqlite.

Node.js, React.js and MongoDB is a better option, if you focus on JavaScript.
