Can I learn Arduino and electronic control as self study ? And how can I start ?

Well, it depends on your skills at present. If you already know the basics of electronics and C++ language then I think starting to learn Arduino will be easy for you. If not then yoi should start studying basic circuits and electronics. Tinkering around can get your brain learning in no time. After that, maybe start studying C++ or even start coding the Arduino way. I am a beginner too. I hope my answer helps. :)

I think that you would benefit from having a instructional book, adapted to your level and interests. Then, you could start following the instructions, trying out variations, and after a while, develop projects on your own.
