It depends on what do you need and what do you know. Wordpress, Joomla and (maybe) Drupal are easier to use if you don't have any programming background. If you only need a landing page or a blog, Wordpress could be a good alternative. But if you need to create something more complex and you know how to code, Django, Html, CCS and Javascript could be more powerful.
