HTML For Content - CSS For Presentation !!!

Hi. everyone knows that CSS is intended for Presentation not to making content nor to modifying it. So What the hell is (::after) and (::before) intended for? the professors at the W3C or other community and who are Standardized the WEB, how to manage this Contradiction ?

Thank You. I Understand the Usage. But. It has Semantic Mistake. Because I'm learning HTML and CSS and everywhere i see that Learning Communities Say: "HTML For Content" & "CSS For Presentation". now with (::after) and (::before). We using CSS for modifying and changing the CONTENT NOT the PRESENTATION.
