Can i make Android apps using HTML CSS and JavaScript without using a laptop?

Use appInventor to build/download the Apk in which the full screen webviewer element will render the content of your html css and js files that have to be included in the assets folder.
AFIK it's free.

is a scratch like approach to the development of APK. It uses an online graphical editor very simple to use.
