What is the difference between a web developer and web programmer or are they the same

I am working as a web developer. And many many times i am also called a web programmer.
Because on the frontend you also programm javascript.

No, web developer is working on client level, he is doing front-end(html, css).
Web programmer is working on back-end(java, php,...). He is working on server-side
