Can a person be specialized in more than one language? I mean the only syntax gets changed other things remain the same for all languages.

Yes, of course it's possible, although as some concepts may be quite hard or difficult to grasp at first if you are beginning with programming, it may take some time.
So it really depends on the person, and what your main priorities are.

switch or learn easily
