Relative to the font-size of the element (2em means 2 times the size of the current font)

if author of a page sets the font-size 1 em then the user gets 1 em or 16 px font-size at 100% zoom. if the user zooms out the browser at , say, 80% then the font-size becomes 13 px. if the user zooms in the browser at, say, 180% then the font-size becomes 29 px. if author of a page sets the font-size 2.5 em then the user gets 2.5 em or 40 px font -size at 100% zoom. if the user zooms out the browser at , say, 70% then the font-size becomes 28 px. if the user zooms in the browser at, say, 160% then the font-size becomes 64 px. if author of a page sets the font-size 0.5 em then the user gets 0.5 em or 8 px font at 100% zoom. if the user zooms out the browser at , say, 60% then the font-size becomes 5 px. if the user zooms in the browser at, say, 150% then the font-size becomes 12px.

As much as we can have units of length in inches or centimetres ... temperature in degrees Celsius or Fahrenheit... we can measure picture size in px or em, where 1em = 16px ...or... 1px = 1/16em
