To learn Bootstrap,RESTApi for Android Do I have to learn HTML and CSS.

Question

I want to be a full Stack Android developer.
Till now I just understand,for that to happen,I must learn web development.
Please clear me if I am wrong.

If what you want is to learn Bootstrap, you should master the HTML and CSS languages, not 100% but quite enough since Boostrap uses a lot of HTML and CSS.
