Newbie to C# and some question about coding

Hi everybody, I have a two years degree in IT Network and I learnt some C, C++ and algorithms. I was working as a technician support but I had one regret, it was that I didn't learn seriously how to program. So Right now I am ready even after all these years, it takes me time to realise that I had to motivate myself to do that. I have some knowledge in programing but my question is, when I'll have a solid foundation in C#, how can you know what you have to do while coding. I mean, for example, you have a program to create, what are the method you use to know "exactly" (I know there are multiple way to make a software or a little program) what to do, what to write ? And at the beginning is it normal to sometimes, when I do some exercices that, I search on the internet how to do for example a loop or something like that ? Recently I on some forums that the best way to learn coding is to find some little project to do, I doing some, but I am a bit afraid about the "white page". I am french sorry if my english is not that good, I hope you understand what I meant XD Thank you

Hi ! thank you for your reply. i am a bit late im on holidays and i was a bit disconnected from internet and in a relax session. I bought a book 3 weeks ago and the book is talking about algorithms and it shows you how to create an algorithm and how to recreate it in C#, im still at the beginning of the book and its interesting because there are a lot of exercises and its asking you to create the algorithm on paper and then do it in the c# language. for the moment im folowing the c# courses on sololearn and a french website and reading the famous book about algorithms to c# and it shows some example on c++, java and python.
