was a binary code a programming language?

I haven’t seen someone here mention binary, as we all talk about html, css,python etc.

Binary code is hard as it is the one which machine understand. 0 and 1 (on - off)state to represent the situation. It is machine language.

Therefore.. other programming languages is developed which is easier for us to do code.
These all do translate to machine code at last which makes computer understand.
