I like IntelliJ Idea to Java and VsCode to JS.

VS code with plugins should cover everything you request

Just use VsCode for all web codes.

Try Apache NetBeans. You can use it for Java, JavaScript, PHP, HTML5, CSS, and More https://netbeans.apache.org/ I am currently testing latest OpenJDK from https://openjdk.java.net/ with it. I started to use Gradle instead of Ant or Maven and I like it. It is a bit different from the old version of NetBeans from here https://netbeans.org/, but I am quickly getting used to it.
