Is learning programming better when making things?

is it better to learn while making something or learn basic programming through its documentation?

Yes, because by making things only, one would be able to approach a problem more analytically
Whereas by just leaning up the syntax of a language is like learning formulas in maths, you can't do anything till the time you don't know application
