I use React Native for this purpose. It is very popular, easy to understand and use. You can use any JavaScript IDE. I use PHPStorm, since I am also a PHP developer. VSCode is also cool.

Yes, you can use. You can use ReactNative for developing iOS and Android Apps. For IDE I cant say anything but I had seen most of the people are using visual Studio.

React Native is Best for now.. But in coming future you'll have a better option "Flutter"...😉
