Making games like GTA 3 requires massive programming skills. And making such big project alone will be stupid. You would need a huge team(consisting of approximately 1000 skilled programmers) for such a huge project.

The graphics nvolved alone is quite too much for a single person. Then you've got the gameplay.

You can't in short and in long answer really you can't. Just try developing simple apps using unity and unreal engine it will take more time than you think.
GTA V have approx 36000 line of code (google said) if you can do all graphics+sound+visual+36000line of code. Good luck!!
