Is it possible to do web development in kali linux Os?

Yes but I don't see a reason why you should.
Get a desktop OS that is easy to work with (I prefer Kubuntu) and do your devwork on that.
Kali is not meant for everyday work; everything can run as root which is pretty insecure, so you need to set up a regular user without root privileges before using it for day-to-day things. But then what's the point of even running Kali, just install Debian.
You are meant to put Kali onto an USB stick and use it when you need to.
If you need all the pentesting tools Kali Linux gives you you can just download them onto your Ubuntu/Debian machine; they are all free.

Web development started decades ago when kali was not even yet born, and it grows massively ever since.
The following list matters for web development, but IMHO what O/S runs the development system doesn't matter.
- Ideas and will to code
- Internet connection
- Reference or manual (possibly offline)
- IDE or code editor
- Decent web browser
- Web server (*)
- Database server (*)
(*) optional, for back-end development.

My guess is it's the overwhelming choice of linux distros, coupled with that friend of a friend's friend who knows how to do SQL injections and says Kali is what all the hackers use. :D
