Yes however you should Incorporate Java Script and CSS, and SQL depending on what the site is for. Without those your site will be extremely basic in both functionality as well as bland looking without the styling from the CSS. Depending on what you want I would say you could use those two but your site will not be as dynamic, pleasant looking, or functional as a site using more languages. Depending on what you are doing I would at least use CSS.

Yes you can, you can even style with HTML features but they are kinda old school. CSS has broader features for style

Native php for web development is not the way to go cause it will give a hard time coding from scratch why not use frameworks like laravel ?

You can absolutely. If you know php you will handle basic js pretty easily. A drop of css and you re rolling
