Does being an UX Designer have to learn programing language?

i would say no.
but they need to know what is in the realm of possibilities of the team they're in. so yeah know web development in general will be great.

In general they are designers and not programmers so I don't think it is AS ESSENTIAL. Maybe a bit of JS MIGHT help, but yeah.
