Is it better to make websites using WordPress rather than HTML ,CSS ,JavaScript ,php ...etc?and why??

I would definitely use WordPress if I need to make a blog. It has a lot of ready-to-use features, plugins. You can set it up, pick a theme and start posting stuff in 2 hours. For a custom website like Sololearn, when you have a lot of ideas and you are not sure that you can implement them with CMS, I would start from scratch.

It really depends on the developer, purpose, preferred focus, skill, interest, etc... There are pros and cons with WordPress depending on your short term and long term goals. This question really can't be answered without knowing more.

Yes it is, as by using a template, you save your time which you would have wasted in frontend and can utilise that thime in making website more interactive and nice.

I think it depends on what you want to use. I personally loathe wordpress. I built my own cms, which has since turned into a SaaS application. I'm sure wordpress has its place in generic websites, but everything about it is so cookie-cutter boring. I would discourage using it for anything beyond website development.
