For mobile programming I would recommend cxxdroid, but PC programming Visual studio is best

I personally like Code::Blocks. DevC++ is also a good choice. In fact, if you are willing to use the compiler separately, you may also use Notepad++ or Atom to edit the source files.

If you come from java you might be familiar with eclipse. Its also a good IDE to use with c and c++ although there are some bugs. But it's very good for team work because its cross platform, free (so everybidy can use it) and has a good and simple to use git implementation
