Learning basics of language can be real quick. Like learning alphabet. But writing poem can take you a while. JS is a really powerful language that allows you writing frontend and backend apps. You can also write web, mobile apps and make game development and AI. So you need learn JS frameworks and libraries according to your wish / requirement. And this takes a bit time. But with passion you can do it quicker then most of the other languages. (Not better in some areas tho it is arguable )

Learning is a never ending process. And in programming it is true more than anywhere else.

That depends on learning speed. What is your purpose to learn JavaScript. Only basic javascript, JavaScript for front-end, JavaScript for back-and or deep dive into javascript. For a basic website I think it will take one month. But again this is my own view. Everyone learn in different ways. We can not exactly. What time it will take

Depending on the time you have and your speed of learning

Hello! Funny thing, my first language was JS. And it really doesn't take that long. It's an easy syntax language.
But the real question is do you think learning means just knowing the language or also knowing to solve problems and make websites backend.
I'll put it simple:
* Binge-learning the hole language takes around 9 hours (according to Codecademy even less). Let's split than in 1h/day means a week and 2 days of working.
* Learning to solve problems, not required for websites but useful, can take from a week to two to years of practice.
*Implementing into website, first ask a question: Do I use raw JS or a libary?
*raw => more work and harder
*libary => easier but more learning
There is a difference between knowing and mastering a language so first chose where you want to get with JS and decide on your own how much time you would allocate to this.
