raza raza if you mean teawking it an publishing it as your own, I think you can't. It depends on the license used to make that application, most of times applications have a copyright, so any app that you clone and claim to be yours will probably be deleted few days after.
I have never published an app before, and I don't know how these licenses work, so you light want to read more about them first.

You can but you would have to pay Google store for how ever long you want to publish your app and it's not cheap. I think it's around €100
