Locally means on your own your own server/machine, while globally means on the provider's server/machine. In this case, I believe it is your Raspberry PI.

Yes, raspberry runs just like any normal computer. You can install LAMP on it, and host the website both locally or globally.

I mean that you can use raspberry pi as a local storage, in a way that only the computers connected to the same network (wifi) can use it. Or you can redirect your ports throught your router, so people can access it anywhere in the world. Anyway, the main answer is yes, raspberry can be used for hosting small websites. Jianmin Chen locally means the whole network, and not just the server or machine
