Which Languages Do I Use?

I've been tasked with creating a mobile app that has two major criteria that make it hard to decide which language I should use.

The first criteria is that there needs to be a verification email with a number that the user has to enter in order to have access to the app's services.

The second criteria is that the users who are permitted to use the app, share a sort of checklist, which updates itself and allows the users to view the checklist with the changes that other users have made to it.

I have no idea on what language or languages I'll need to use. Can someone point me in the right direction please?
