I don't have enough experience or knowledge to answer this properly, but in my oppinion, programming is something hard to understand as a non-programmer.

The programmer uses his trick, does his magic and bam! The computer starts acting weirder than usual. 😂

the real hackers are those who convert vulnerabilities into metasploit modules, using ruby.
and that's even like the last step.
the real stuff happens in the stages where you look for vulnerabilities, bugs and exploits, and that requires some programming.
I know, because I took the Offensive Security courses. from pen-testing to binary exploitations.
but hey it all depends on what hacking means to you.

If you are a advanced programmer and if you have deep knowledge of many systems , you are a hacker.
you can find/create vulnereblities yourself in those systems. You can reverse engineer them. You can monitor network traffics. You can take advantage of memory leaks,.... if you are a programmer.

Mirielle🐶 what do you think they use google for? other than finding those tools and ready scripts to use.
there are many levels of hacking.
if you only know how to use the tools, that's barely hacking,you will always rely on other hackers to write those tools and release them.
yes, it's good to know those tools and use them, but if you want to be a real hacker you have to have some programming background and know how to write code.
go for example to a pwn competition. and see if only using the tools will help you.
I have never met a hacker who does not know how to code,well except for copy paste skiddies.
