Programming doesn't depends on Laptop or computers.

You can buy any Laptop but it should be with good configuration.

i currently on old 2GB ram laptop, and still able to code with no problem (just not responsive from time to time).
so yeah, you should be able to even with cheap old laptop.

not sure how much is 40000, but if you can afford more than 2GB ram. you should.

i currently use samsung laptop from 7+years ago, not sure what type, not chromebook though.
my other laptop is lenovo, ideapad series i3 and 4gb ram no ssd.
