There are any kind of regulations about ethics and conduct on programming and informatic engineers!?

Well I searched on Google about this, and I understood that are the different governments who are responsible for the laws about this kind of regulations! Cases like Snowden E. and Pinto R. who discovered and exposed some information that was "inconvenient" for their countries!
Why informatic community don't have a code of ethic and good practices like a Olympic committee for example! Sorry for my questions, but it's essential for me to understand the whole system
