Why do comments made on a private code render it public?

I think that if you make a comment on a private code, it effectively makes the code publically accessible to other users via the comment. Could someone confirm?

Sonic where you faced this situation as if you have commented on any private code, than your comment too remain private and not visible to other user so it's not possible for other user for access by comment
