What you need to know is that once you learn the basics, it is hard to find a good resource, because it might not be what you want. Interactive is not the point. You need to learn to search for things, because no source will give you everything you need.
That being said, I always like to take a look at the official documentation first. Here is PHP's official manual:
https://www.php.net/manual/en/index.php
Even tho SL is not the best choice to ask advanced questions, feel free to ask, maybe someone knows. However, if you want more accurate answers, it's better to ask on websites made for Q&A mainly, like StackOverFlow.
Still, I insist on searching. Almost every problem you face has solutions on the internet. And don't expect to get immediate answers, sometimes it can take hours to find out a very simple solution, simply because you were asking the wrong question.
TL;DR I follow these steps when learning:
1. Official Docs
2. Searching
3. Unofficial Docs (from Searching)
4. Youtube Tutorials

You're right. Some of the other sites mentioned are not as interactive as Sololearn.

Sonic and what is better for c#

But it contains almost everything. Learn the concepts and practice on your own. That way it will be interactive too đ

Yes, I would love to know other mediums too.

RezaCoder of course, that didn't really answer your question, you could say it was an advice.

Perhaps php being mainly a web back-end language makes it a bit difficult to find a good free place to practice unless you have your own web back-end.

Interactivity won't get you real experience when you get into harder problems. Deal with reading text.
