HTML is a mark-up language, not a programming language, So what interface editor is highly used to modify HTML and CSS codes?

You can even usefully edit codes in browsers, which mostly provides 'developer' helpful tools with dynamic rendering on the fly ^^

you can even modify them in note pad because is just plane text but there are nice editors over there like Sublime Text, Dreamweaver, Atom, VS Code etc...

Personnaly, I use Notepad++ because it's in open source and you can dowload a lot of usefull plugin. But if realy want more I recommend you Dreamweaver CC : http://www.adobe.com/products/dreamweaver.html It's a good editor for beginner because he's userfriendly. But he's not free ;)
