Best free html or html5 mobile app creator..???

Hello...I am an aspiring app creator with very limited funds and I am having some trouble finding “What to download to begin coding such app in HTML to present to the users of the internet..??” Can anyone give me a editor or IDE or whatever it is called so I may download it and bring such app into existence.Thank u for any and all help, Peter.

hello amd thank u for your feed back. i have searched amd found so much information it is mind blowing. i have come to the conclusion that html5 is the best version 1.0 for me. is not html5 the known by all servers amd browsers..?? forgive me, my knowledge is little in this.
