What does it take to create a new social media platform? Can a person do it alone?

I was thinking something like Twitter, but the 'admin' has a blog. Everyone can log into their accounts, gain followers and follow others. Posts are moderated by people that are given the access to do that. Can someone do that alone? Can someone talk about the process to do that and languages that can be used?

Can you do it?? It depends. It requires a certain amount of knowledge. What languages would you want to use for front-end and back-end. You can use HTML,CSS,JAVASCRIPT, PHP, MySQL,etc. It will take a lot of time to do it by yourself. I would suggest to just build an app that simulates Twitter. You can just create a small app for android, you can use Firebase as it is free and well documented and learn how login, storage, retrieval works. Hope it helps.
