marjan If you are learning or you use php it is better to use MySQL. If you use Java choose Oracle. If you use .NET, C# etc use MS SQL

marjan mySQL is just a dbms. Tge database and operations are created and maintained with SQL. So you will have to learn SQL. You need a DBMS to learn SQL. That is MySQL
