what does it mean to index a webpage structure

Maybe that's mean you should put in order html sections. For example first header of web site then body section news navigations bla bla and then footer like contact informations or insta twitter and other icons.

Html structure is made from header body footer sections. I think this question is about put in order this sections. We need first create header then body and then after that footer. This is simple structure of html.but you can add more sections like aside or nav if you want. I hope this will help you

You can create static website in text editor's like notepad, notepad ++, atom, visual studio, and so on and then save it with .html extension.

notepad is bundle with ms window, and every os have an equivalent (often more advanced -- such as notepad++, with syntax hilighting at least).

For any other one, just google his name, and you will find them ;P
