Without JavaScript you won't be able to understand JQuery. And you will need to use JavaScript more than JQuery. So, I recommend you to first learn JS then JQuery as JS is more important :)

Nothing like that.
Probably you want to mix the two. JQuery simplifies many JS techniques and has some specialized functions too. You'll obviously have to use basic JS too in your website.
