What language should I use to write this program?

Hey guys, I wanna write a program to kinda help myself sorting and organizing and saving some amount of data, (about 2000 different numbers and 16-digit codes). I wanna run it on Windows. The way I want this program to run is to get these codes and digits from a website and then saves these amounts in the hard drive. As you might have noticed, I'm a newbie so I'd be grateful if you tell me which programming language is the easiest and fastest to learn in order to write this program. (By the way I know a little basic C++)
