How can I make the image as a link to another page ?

As a programmer and a lover for hackers movies, I was wondering
' How can we make that image as a link to another page or maybe an email link or a message...?'
And further, how can I for exemple make a request to know the user's location or make a picture the time he clicks at that link .(that's the important question)

From my experience, you can put a link in an image, by using a link just kidding stop trying to do illegal stuff mate
