Yes it is correct. You can also use ID attributes instead of <a> tag and name attributes simply . Syntex: <tag id="id_name"></tag> To acces it use this <a href="#id_name"></a>

Yes it is correct, and the internal link doesn't necessarily be a <a> tag, it can be a <h3> or or other, and you can use 'id' in place of 'name' attribute for the target section (#Birds).
