Full Stack Developer means you need to know back-end and front-end both.

Technically yes you can but in reality most employers require of you to be familiar with some frontend frameworks.

Kizito Nwaka , thats a good question. Franck Heuba is half right. The frameworks are there to make development faster but you can definitely build a full stack app without a frontend framework. For example, you could build a ToDo app using React or you can build the same ToDo app using only Node.js and the EJS templating engine. It depends on the tools you need and how big the application is.
