Does it only take HTML to make a website

Want to learn HTML to make websites is that all I need to make websites? Do I need css and js?

With Html you can only make dummy and static website which will look very simple because of no CSS.

But for dynamic websites you have to learn a back-end programming language like
PHP
Asp.net
Node.js
Python
And etc ...
