Is there any universal software for IDEs?

1. There are a lot of programming languages. Is there any software where all, or at least the major programming language IDE's can be found? 2. Which software is the best amongst the softwares who has all the IDE's for web development and designing in it?

No, there isn't something like universal IDE. No IDE supports all the programming language. But, if you want to use multiple languages at a time, then have a look at Visual Studio 2019. It has support for 36+ languages.

Notepad++ is a good choice. It has almost all programming language extensions in it

Yes, a great one for beginners too. Sublime text is also a good choice, but as you progress you'd know which is best for you
