Which is the best IDE for making websites with the help of CSS, HTML, JAVA SCRIPT

I want to make responsive website and confuse what IDE i use for thise.

Nowadays picking an editor its kinda debating and stuff. Some people likes Sublime and some VS code and shockingly some even likes Notepad/Notepad++ because it meets their requirements. So a very good way to pick a good or best IDE or editor for you would be to try all of them and try to experience and then pick the best that suits you. (Editor download size is very small compared to IDE, so you can download it easily) My recommendation for this would be Visual Studio Code.

My suggestion is -> Visual studio is the best for it... And NetBeans is also good...

On PC, I like to use Visual Studio Code. On Android, TrebEdit

Linux I use sublime and you can get lots of macros for it from packagecontrol.io including themes. I will not program on windows, lol ever. So but VS Code for windows. Sublime isn't quite an IDE I don't think and if you enjoy Oracle software like I do netbeans is really nice and free.
