The best framework for hybrid mobile app for beginner.

I am still a beginner in web programming. My target is build mobile app base on html and jquery programming. I realize there is so many framework for it. Can anyone give suggestion for beginner like me?

Easy to use, code and develop.
If you are good in JavaScript, it's very easy to develop mobile applications.
