Is it obvious to learn HTML for a C programmer?

However, when learning JavaScript(for Web development you'll need combo of html, CSS, JavaScript) the knowledge of C would helped you learn it more easily but not mandatory you can also start directly with JavaScript.

Both are different languages, HTML is for designing web skeleton and C is programming language. However HTML is considered as most basic language so you can suppose it but this is not always true and not even necessary.
