First things first, don't use or as both are quite different fields. To become a good web developer, start learning HTML, JavaScript and CSS trio then you can learn some advance stuffs like Bootstrap, Django, PHP etc.
On the other hand, to become a hacker, first thing, be ethical. Learn about different networking techniques, vulnerabilities of websites, play Catch the Flag games, learn different languages like SQL and Python and use your logical skill along with some tools.
