Can html be used on its own to create a professional looking website.

I know you have to know PHP and JavaScript to be a professional web designer. But theres too much u have to know is there a way to just design with just html 5.

For the look, HTML and CSS will do. For advanced functionality, JavaScript, PHP or Python and a database.
